Original transport packets stored with PSIs or SIs are stored, as shown in Figure 17 (A), are replicated and the replicated transport packets are stored in a buffer A (not shown) and a buffer B (not shown). NITs, described in the transport packets stored in the buffer A and the buffer B, are rewritten. As shown in Figure 17 (A), the transport packets where data A is stored are stored in the buffer A, while the transport packets where data B is stored are stored in the buffer B. As shown in Figures (B) and (C), this generates transport streams for redistribution where the transport stream shown in the Figure 17 (A) is divided by a program A and a program B.
