PURPOSE: To prevent an operating wire from being damaged by providing a slit which slides an inside rod vertically by the engaging end of a transmission arm which is journaled to the peripheral position of an outside sliding rod on the outside sliding rod.

CONSTITUTION: When a maneuvering handle and a handle frame 3 are rotated, an external sliding rod 4 rotates together, centering an internal sliding rod 5, through an interlocking shaft 14, a transmission arm 6 and a slit 7. There is no fear of respective operating wires 17, 17 being damaged or an external sliding rod 4 sliding unsmoothly even when the respective operating wires 17, 17 come into contact with the outer periphery of the external sliding rod 4, because the outer periphery is circular and smooth.
