This invention includes: a step A of measuring a traffic volume of packet signals by a radio base station 10; and a step B wherein on the basis of the traffic volume of the packet signals the radio base station 10 selects the first method for controlling the transmission power of the packet signals in a way of making the received power of the packet signals in upstream radio channels constant or the second method for controlling the transmission power of the packet signals in a way of making a ratio of the received power of the packet signals in the upstream radio channels to interruption power is constant.
