To provide a transmitter and an optical transmission system capable of securing the transmission of an optical signal even when some of a light-emitting units goes down.
A transmitter 2 comprises: a plane emission type semiconductor laser 20 for outputting an optical signal 201 to a core 30 of a multicore optical fiber 3 disposed on the incident side of the multicore optical fiber 3 having a plurality of cores 30 disposed in shape of a ring centering around a center axis 20a, said laser having first and second light-emitting units 210A, 210B as many as N times the number of cores 30 (N is an integer equal to or greater than 2); a rotary unit 26 for supporting the incident side of the multicore optical fiber 3 in such a way as to be able to rotate centering around the center axis 20a relative to the plane emission type semiconductor laser 20; and a transmission control unit 24 for selectively driving the first and the second light-emitting units 210A, 210B to have the optical signal 201 outputted.
