When a digital information signal D0 is given to a 4-phase modulator 30, an SS signal S0 subject to 4-phase modulation is generated and the SS signal is outputted via a SAW filter 31 whose frequency pass band is set to 26MHz, which is in compliance with the technical condition stipulated by law. The band width of the main frequency region of the modulation signal in the 4-phase modulator 30 is set twice the pass band of the SAW filter 31 so that the data transmission speed is selected higher by the wider pass band. In this case, even when the band width of the SS signal is limited to 50% by the SAW filter 31, there is a property that the bit error rate of the digital information signal D0 is maintained, then the communication quality is not deteriorated.
