To improve the transmission efficiency of a control channel and the utilization efficiency of a frequency in a communication system performing data transmission preferentially to an opposite parties of communication having a better channel state.
A transmitting apparatus utilizes one or more frequency blocks each including one or more carrier frequencies to preferentially transmit data to the other parties of communication, which is in a better channel condition, on a priority basis. The transmitting apparatus comprises a selecting means for evaluating the channel condition of each of the other ends of communication for each frequency block and selecting at least one or more of the other parties of communication; a deciding means for deciding at least a modulation scheme in accordance with the evaluated channel condition; a means for creating a control channel indicative of the decided modulation scheme and also indicative of one or more frequency blocks that can be used for the selected other party of communication to receive the data; and a transmitting means for transmitting the control channel and a data channel modified by use of the modulation scheme, to the selected other party of communication.
