To enable a user himself/herself to decide a viewing form of commercial advertisements and also to decide whether the viewing contents of the user are the commercial advertisements for counting these advertisements.
An information processing part 22 of this receiver 20 includes a CM decision circuit 42 which decides whether the contents outputted to a display device 30 from a data output circuit 41 are the commercial advertisements, a CM counter 43 which counts the number of commercial advertisements outputted to the device 30 or the cumulative viewing time of commercial advertisements and an on-line transmitting part 44 which transmits periodically the count results of the counter 43 to a broadcasting station via a telephone circuit, etc., to charge the viewing rate of a user according to the number of commercial advertisements viewed by the user or the cumulative viewing time of commercial advertisements of the user.
