The first conductive layer is formed on the base-coated layer by pattern printing. The second conductive layer includes a hydroxyl group-containing non-conducting polymer X. The base-coated layer contains a polymer Y having, in its molecule, at least one of a hydroxyl group and a group represented by -NR4R5(where R4 and R5 each represent an alkyl group including 1-4 carbon atoms).
