To provide a transparent conducting substrate having a conductive layer large in adhesiveness, conductivity and transparency, which can be manufactured at a high speed, and on which washing required to manufacture organic electronic elements such as an organic EL element and an organic solar battery can be performed.
A transparent conducting substrate has, on a substrate, a base-coated layer, a first conductive layer composed of a patterned thin metallic wire, and a second conductive layer covering the first conductive layer and including a conductive polymer. The first conductive layer is formed on the base-coated layer by pattern printing. The second conductive layer includes a hydroxyl group-containing non-conducting polymer X. The base-coated layer contains a polymer Y having, in its molecule, at least one of a hydroxyl group and a group represented by -NR4R5(where R4 and R5 each represent an alkyl group including 1-4 carbon atoms).
