To reduce reflection of natural light and to set a surface resistance value at a desired one, in a transparent conductive base used as a counter electrode of a touch panel.
The transparent conductive base 1 is provided with a substrate 11 having transparency, and a hard coat layer 12, a first transparent conducting film 13, a low-refractive-index film 14 and a second transparent conducting film 15 which are stacked sequentially on one main surface of the substrate 11, and a continuity means 31 which makes electrical continuity between the first transparent conducting film 13 and the second transparent conducting film 15. The low-refractive-index film 14 is formed of a material having a lower refractive index than the material constituting the first transparent conducting film 13. The film thickness of this film 13 can be made small so that the film may have little optical effect, and the desired surface resistance value can be satisfied. Reflected light can be lessened by making the reflected lights of the first transparent conducting film 13 and the low-refractive-index film 14 interfere with each other optically.
