PROBLEM TO BE SOLVED: To provide a transporting installing device and a transporting installing method for a steel pipe press-in device for obviating a large lift, reducing an installation work cost and capable of installing a shaft in a narrow place. SOLUTION: An operation carrier 1 is provided for transporting the steel pipe press-in device 8. The operation carrier 1 is provided with a traveling structure 2 having a crawler type self-traveling device, a frame 3 arranged on the traveling structure 2, a control device 4 for controlling the self-traveling device of the traveling structure 2 and an operation device for operating the control device 4. Jack devices 10a, 10b for raising the steel pipe press-in device 8 itself up to an upper part of the frame 3 of the operation carrier 1 are provided in the four corners in a base frame 9 of the steel pipe press-in device 8. The traveling structure 2 and the frame 3 of the operation carrier 1 are formed in a width narrower than an interval between the left and right jack devices.
