A travel plan proposal system comprises an intellectual state measuring test memory means for storing an intellectual state measuring test for measuring the intellectual state of a person, an intellectual state determining data memory means for storing intellectual state determining data for determining the intellectual state of the person, a first answer acceptance means for setting the intellectual state measuring test and accepting a first answer to the test, an intellectual state measuring means for measuring the intellectual state of the person on the basis the first answer and the intellectual state determining data, a travel plan file memory means for storing a travel plan file which correlates the intellectual state of the person and travel plan suitable for the same intellectual state of the person, a travel plan retrieval means for retrieving the travel plan suitable for the measured intellectual state from the travel plan file in the intellectual state measuring means, and a travel plan proposal means for proposing the retrieved travel plan.
