PROBLEM TO BE SOLVED: To appropriately complement travel time pertaining to missing when some of past travel time is missing.SOLUTION: A computer program according to one embodiment of the present invention causes a computer to function as a travel time complementation device, the computer program causing the computer to function as a data processing unit for executing an accumulation process of accumulating travel time at each time of day that proceeds every control cycle in a road section in a travel time database, and a complementation process which, when some of the accumulated travel time is missing, extracts a transition pattern of past travel time similar to a transition pattern to be complemented that includes a travel time before and after the missing time, and determines travel time at a time of day sandwiched between the extracted past transition patterns as travel time at the missing time of day.SELECTED DRAWING: Figure 7
