PURPOSE: To provide the travelling recording device to be frequently used and easier to be processed than conventional travelling recording measures with the use of the IC card for the driver's license.

CONSTITUTION: An area code signal is sent by a transmitter 2 provided at the intersections and interchanges of each area. The area code signal is received by a receiver 5 provided inside an automobile. The received area signal is inputted to an arithmetic processing means 8 as well as a present data signal to be generated from a present date signal generator 7 and a travelling distance signal to be outputted from a travelling distance measure 11. These signals with arithmetic processing performed as travelling record by the arithmetic processing means 8 is written in an IC card 10 for driver's license inserted into an IC card reader/writer.
