A hand-holding pipe 22 of a suction pipe 20 is moved to a desired position, and incineration ash 3 and cement 6 together with air are sucked alternately, and a mixed fluid formed of air, incineration ash 3 and cement 6 is passed through the suction pipe 20 and sucked from the tangential direction of a powder tank 10 into the powder tank 10 and rotated therein to separate centrifugally powder formed of incineration ash 3 and cement 6 from air, and the powder is stored on an inner bottom section of the powder tank 10. On the other hand, air is passed through a tank opening 16 of the powder tank 10 and an air introduction opening 33 of an air filter 26, and sucked into an inner space of a casing 27 of the air filter 26 and exhausted out of an air exhaust opening 34.
