PROBLEM TO BE SOLVED: To remove and decompose an organochlorine compd. such as dioxin or the like within a treatment system in a high removing ratio by treating water to be treated by combining ozone, hydrogen peroxide or ultraviolet rays and subsequently treating the same by combining biological treatment, flocculation treatment, filtering treatment and activated carbon treatment.
SOLUTION: After hydrogen peroxide is injected in water 1 to be treated from an injection pipe 3, ozone is injected from an ozone injection pipe 2 by a dioxin decomposition device 4 and dioxin in water to be treated 1 is oxidized and decomposed by hydroxy free radicals by the action of an ultraviolet irradiation lamp 5. Next, the treated water 6 is passed through a biological treatment apparatus 8, a flocculation and sedimentation treatment apparatus 9, a sand filter treatment apparatus and an activated carbon treatment apparatus 11 to be discharged as discharge water 12 after org. matter or heavy metals are removed. Biologically treated sludge 13 and flocculated sedimented sludge 14 generated in the apparatuses 8, 9 are collected in a sludge storage tank 17 and waste ozone is introduced to perform the decomposition of sludge and the oxidative decomposition of an organochlorine compd. such as dioxin or the like.
