A tumor contour shape line 101 is generated from a plurality of pixels equivalent to a predetermined threshold among pixel values of nuclear medicine data 302, and a first tumor region 102a and a second tumor region 102b are displayed on a monitor 202. When the first tumor region 102a is selected from a menu screen and two sub region contour shape lines 103 are arranged side by side and drawn inside the first tumor region 102a using a mouse 201 while visually observing the nuclear medicine data 302, the first tumor region 102a, a first sub region 104a and a second sub region 104b are set as a dose control region 100. By inputting a target dose value to a blank corresponding to the dose control region on a target dose value input screen 600, a dose distribution is prepared.
