In a carbonaceous fixed bed type three-dimensional electrode electrolytic cell in which water is electrochemically treated by passing water through a carbonaceous fixed bed type three-dimensional electrode, a porous carbonaceous three-dimensional electrode to be used in the electrolytic cell is treated in a water vapor atmosphere at 100 to 130°C. In a carbonaceous fixed bed type three-dimensional electrode electrolytic cell in which bacteria in water is electrochemically treated by passing water through a carbonaceous fixed bed type three-dimensional electrode, a porous carbonaceous electrode treated in a water vapor atmosphere at 100 to 130°C is used for the electrolytic cell.
