PURPOSE: To improve the precision of recognition of trespassing
CONSTITUTION: A background picture and an input picture are subjected to difference processing 3 and binarization processing 4 to extract a change area. Meanwhile, distance set processing 6 preliminarily sets the distance from the installation place of a TV camera to the background picture. Distance calculation processing 7 obtains positional relations between a trespassing object and the TV camera from the change area segmented by change area segmenting processing 5 based on the distance set to the background picture. Change area conversion processing 8 converts the change area based on positional relations obtained by distance calculation processing 7 to generate the change area which is obtained in the case that the TV camera is just beside the trespassing object. Trespassing of recognition processing 9 recognizes the trespassing object from this converted change area.
