To provide a technology of solving a problem wherein an internal cylindrical grinding tool shaft 3a is slender and hence apt to bend, and performing truing and dressing not to apply the bending stress to the internal cylindrical grinding tool shaft, in an internal cylindrical grinding wheel 3 with a small diameter.
The outer peripheral surface of an internal cylindrical grinding tool 3b is irradiated with fundamental wave of a YAG laser from a laser truing mechanism 6 while the internal cylindrical grinding wheel 3 with the small diameter is rotated, and the outer peripheral surface of the internal cylindrical grinding tool is finished to a desired shape dimension (truing). Then, higher harmonic wave of the YAG laser is radiated from a laser dressing mechanism 7 to provide a microscopic state of the outer peripheral surface of the internal cylindrical grinding tool (dressing). Thus, the truing and dressing are performed by an optical means, so that an external force is not applied to the internal cylindrical grinding tool shaft 3a and the bending stress is not generated.
