The tubular light emitter 21 which contains the exterior electrode 3 consisting of transparent or translucent tubular body 1 and a conductor along the longitudinal direction of the tubular body 1, an interior electrode 2 consisting of a conductor along the longitudinal direction of the center part of the tubular body 1, a porous light emitter 7 filled in a gap between the tubular body 1 and the interior electrode 2 containing at least phosphor particles 6 is actuated to emit light by impressing voltage between the exterior electrode 3 and the interior electrode 2.
