To properly inject a fill material into a hole formed in the ground.SOLUTION: A tunnel construction device 100 comprises an injection rod 41 that injects a filling material 3 into a hole 2 formed in the ground, an injection rod drive unit 44 that moves the injection rod 41 in the hole 2, an injection rod movement detection unit 46 that detects the amount of movement of the injection rod 41, a filling material delivery unit 23 that delivers the filling material 3 to the injection rod 41, and a controller 70 that controls the injection of the filling material 3.
