The tunnel heat exchange panel 3 forming the surrounding wall of a tunnel cooperated with a wall panel installed in the wall surface of the tunnel is installed. The tunnel heat exchange panel 3 includes a panel body making heat exchange for the subterranean of the tunnel or air and a fluid passage in the panel provided to the panel body and carried out the flow of a circulation fluid. A plurality of tunnel heat exchange panels 3 are installed in the longitudinal direction of the tunnel to form a tunnel side heat exchange section 4. The tunnel side heat exchange section 4 makes heat exchange for the subterranean of the tunnel or air, and the heat is used as a heat source of the tunnel heat utilization heat exchange system.
