PURPOSE: To improve the construction property of a turbine building at the initial state of construction, shorten the construction period and reduce the cost by arranging circulating water pipes made of concrete in advance below a foundation plate under a condenser.

CONSTITUTION: The base rock is excavated in the shape corresponding to the shape of pipes 15, 16 before the circulating water pipes 15, 16 immediately under a condenser 4 on the foundation plate 7 of a turbine building 14 are installed, and the pipes 15, 16 made of concrete in advance are installed here. The installation portion of artificial rock 10 can be minimized. If a frame is concurrently installed above the pipes 15, 16, the construction of the foundation plate 7 can be started before the artificial rock 10 is placed. The construction period before the construction work of the building 14 itself is started is shortened, and the construction property can be improved. When the pipes 15, 16 are made of concrete, the cost can be reduced.
