PURPOSE: To continuously or alternatively view two programs by transmitting a video signal to a terminal equipment while combining the two programs based on a request on a center side.

CONSTITUTION: The request for the two programs is inputted from one terminal equipment 21 and a terminal monitor controller 12 executes a processing to secute the two channels of a video broadcasting channel, sends out a standby command to the video of the two programs to a video controller 11 and notifies the video broadcasting channels of the respective two programs to the terminal equipment 21. When reproducing for any one of the two programs is inputted from the terminal equipment 21, the terminal monitor controller 12 receives this input by poling and the reproducing of the program is commanded to the video controller 11. Then, a channel switching command is sent out to the terminal equipment 21. Thus, at first, one program can be viewed and by inputting switching from the terminal equipment 21, the channel is switched to the other video broadcasting channel so that the other program can be viewed.
