PURPOSE: To improve the workability, and at the same time, prevent cut chips from generating, and reduce improper operations by reducing the gripping operation of a handle and the cutting load of a tying band.

CONSTITUTION: For a guide arm 11, the turning fulcrum on a body 1 is made movable in the longitudinal direction. Then, at the time of first turning when the front end part 11a of the guide arm 11 turns from an open condition to closed condition to the body 1, interlocking with the movement of a contact plate 25 backward, the front end part 11a of the guide arm 11 is made to land in the vicinity of a gripping claw 41, and the leading end part of a tying band (a) is gripped by the gripping claw 41. Then, at the time of second turning when the front end part 11a of the guide arm 11 turns from an open condition to a closed condition to the body 1, interlocking with the movement of a handle 2, after the first turning, the front end part 11a of the guide arm 11 is made to land in the vicinity of a cutting claw 42, and the tying band (a) is cut by the cutting claw 42, and as a final stage, both end parts of the tying band (a) are twisted by a twisting means 48 and tied.
