To develop a dispersion having excellent dispersion stability, i.e. a dispersion in which an ultraviolet scattering agent is uniformly dispersed in the dispersion stably over a long period when the ultraviolet scattering agent is dispersed in a dispersing agent, and to prepare a cosmetic comprising the dispersion formulated therein and having excellent emulsification stability, or the like.

The ultraviolet scattering agent coated with an inorganic oxide is formulated with the dispersing agent. Thereby, the dispersion suppressing aggregation of the ultraviolet scattering agent and having excellent dispersion stability is provided. The excellently safe cosmetic having high ultraviolet protective effects, better emulsification stability than that of a conventional product and further an excellent feeling of use is provided by using the ultraviolet scattering agent coated with the inorganic oxide and the dispersing agent or the dispersion.
