To provide an umbrella retaining device and an umbrella stand using it which enable a locked state to be released by a master card key which can be easily made.

Then the lock-releasing member is positioned in the deeper recesses in the In direction than the insertion opening 12, and is arranged in a state that the positioning of the card key under inserted conditions in the width direction is different from that of the thrusting member 44. Then the lock-releasing member takes an initial position which maintains the locked state of a locking mechanism C, and takes a lock-releasing position for releasing the locked state of the locking mechanism C. The lock-releasing position is positioned in the deeper recesses in the In direction than the thrusting member 44. Then the lock-releasing member 72 is moved to the lock-releasing position by inserting the master card key 2M having a projection 2Ma to the insertion opening 12.
