To observe generation of an underground phenomenon such as a fine crack having a possibility of exerting an influence on safety of an underground facility in the peripheral ground of the underground facility such as an oil stockpiling underground facility.
A ground surface side receiving means 20 constituted in a three-component geophone, a three-component accelerometer or the like is provided on the ground surface side of the peripheral ground of the underground facility 10. A plurality of wells 30 are provided in the depth deeper than the bottom part of the underground facility from the ground surface side toward the underground in the peripheral ground. An well inside receiving means 40 constituted in a hydrophone array 40a is provided in each well 30. A p-wave and an S-wave in a direct wave generated in the peripheral ground are detected by the ground surface side receiving means 20. The p-wave and the S-wave in the direct wave and a tube wave based on crack generation are detected by the well inside receiving means 40. Observation accuracy of crack generation can be improved by using the tube wave.
