CONSTITUTION: The water stream generator 31 and underwater blower 32 anchored on a slide stand 20 are allowed to fall along a guide post 10 to be arranged in stored water to perform the stirring and aeration of the stored water. The current supply cable 33 supplying a current to the water stream generator 31 and the underwater blower 32 and the air supply pipe 34 supplying air to the underwater blower 32 enter the hollow guide post 10 from the notch groove 11 formed to the guide post 10 to pass through the guide post and extend from the upper end of the guide post 10 to be taken up by the taking-up drums 63, 64 of the winder 60 arranged on the ground.
