To improve a communication device underwater.SOLUTION: A transmitter of a communication device underwater that propagates high-frequency current has two pieces or two faces of transmission facing electrodes disposed outside away from each other and applies high-frequency AC voltage of an offset voltage 0 V to the transmission facing electrodes as terminal voltage to generate a carrier wave.
