The present invention relates to an underwater communication system for transmitting data to be transmitted from a first underwater device 101 to a second underwater device 111 as a laser light signal. The first underwater device includes a transmission direction movable laser transmitter 102 for transmitting data to be transmitted to the second underwater device as a laser light signal, a transmission direction control data receiver 103 for receiving transmission direction control data transmitted from the second underwater device, and a control section 104 which receives the transmission direction control data to control a transmission direction of the laser transmitter and controls the data to be transmitted, and the second underwater device comprises a reception direction movable laser receiver 112 for receiving the laser light signal transmitted from the laser transmitter, and a transmission direction control data transmitter 113 which transmits transmission direction control data to the first underwater device.
