PURPOSE: To enable to quickly and simply perform the confirmation of actions by a structure wherein light emitting diodes and neon lamps, both of which make the states of switches and signals for checking the actions confirm visually, are employed in respective circuits.

CONSTITUTION: The contact of a flow meter turns ON and OFF every time a certain fixed amount of flow passes through the flow meter so as to generate a pulse signal in a pulse generator circuit 1. Upon receipt the pulse signal from the pulse generator circuit 1, a counter circuit 2 displays the state of the signal with a light emitting diode LED1. The permissible usage is set at a flow setter 3 in advance. A display circuit for detection of coincidence 4 outputs signals respectively when the value of a counter coincides with each other and does not coincide with the set value at flow setter 3. In addition, a changing-over circuit of open directions of valve 5 displays an open direction with neon lamps L2 and L3. On the other hand, a timer signal display circuit 7 displays a reset signal with a light emitting diode LED4. Further, a power failure compensating circuit 8 maintains the supply voltage of the counter by means of an electrolytic condenser in order to prevent the contents of the counter from disappeating at power failure and prevents the leakage current to other circuit from developing by means of a diode D3. Next, a costant-voltage power circuit 9 supplies the constant voltage to said circuits 1W5 and 7 and 8.
