PURPOSE: To charge the flow of sterilized contents into a sterilized packing container by arranging an actuator on the inside of a flow passage, arranging a stator on the outside of the passage, and separating them mechanically and hydraulically from each other.

CONSTITUTION: When a valve main body 13 is turned to the position form which overlapping between a flow passage 14 and a flow passage 16 for a valve seat 15 is started, contents flow downward through a valve 3, and the flow of the contents passing through a filling pipe 2, a feeding line 1, and a flow meter is started. With an assist of the flow meter 4, a controller 5 continuously receives information concerning an actual flow rate, and an opening area of the valve 3 is controlled by means of the controller 5 so that a predetermined quantity of contents can be passed through within a required time. Subsequently, when a precise quantity of contents for filling a packing container to a required level passes through the flow meter 4, the controller 5 performs control so that an actuator magnet 23 turns an actuator 8 to the position in which the valve main body 13 is returned to a closing position.
