A determining means 1 for the number of starting lots by kinds reads data out of line data 4 and determines the number of starting lots per unit time by kinds as for respective kinds of waiting lots in buffer process by making good use of a linear programming method, etc., so that the facility operation rate becomes maximum without exceeding the process capability of neck facilities.
