The unloader operating method processing device 10 for loading bulk materials inside a plurality of holds by using an unloader and a bulldozer is provided with a loading condition input section 12, in which loading conditions are to be input, an operating method processing section 14 for obtaining the loading condition from the loading condition input section 12, obtaining the loading time of the unloader and the bulldozer from the loading condition, and for processing the unloader operating method taking a balance of loading time between the unloader and the bulldozer for loading the materials inside the plurality of holds on the basis of the loading time and a hold shift pattern of the unloader, which moves between the holds, and an operating method display section 16 connected to the operating method processing section 14 to output a result of the computation of the operating method processing section 14.
