Abstract:
PROBLEM TO BE SOLVED: To provide an unlocking and restoration control system for a restricted area used in emergency evacuation, the restricted area being unlocked automatically to allow entry by the general public when an announcement (information) on earthquake, tsunami or other emergency and disaster situation is made, and is smoothly locked and restored to the normal condition after elapse of a prescribed amount of time needed for safety (or when an announcement on cancellation of the emergency and disaster situation is made) and the evacuees have left.SOLUTION: An unlocking and restoration control system for a restricted area used in emergency evacuation comprises: a gate; gate opening/closing means 120 for locking and unlocking the gate; emergency and disaster information acquisition means 110 for receiving announcement on emergency and disaster situations and other information; unlocked time setting means 130 for setting a duration of unlocked time that the gate opening/closing means keeps the gate unlocked; unlocked duration measurement and judgment means 131 that unlocks the gate in response to an emergency and disaster announcement and other information received by the emergency and disaster information acquisition means, measures the duration of unlocked state, and judges whether the duration is within the set duration; and control means 101 for controlling these means. The system locks the gate when the prescribed duration has elapsed.
