This upper sheet 4 is obtained by cutting Japanese paper into tape-like pieces, twisting the pieces, weaving the formed cylindrical fibers by the use of a machine for weaving a tatami (rush) mat, and subsequently attaching edges 3 to both the ends of the woven mat. The obtained upper sheet 4 is used for a top plate for an imperial prince doll stand, a decorative stand or decorative tiered stand for a doll for a boy's festival or a doll for a girl's festival. The upper sheet has the same appearance, touch, moisture absorbency and moisture releasability as those of a sheet made of natural rushes, can industrially be produced, and can stably be supplied at a low cost.
