A watching area for determining that a patient lying in the bed has got up is set right above a bed including the patient lying in the bed and an image pickup area including the watching area is picked up by a camera from the side of the bed. When a value showing a size of an image area considered to be a patient occupying the watching area of the picked up image obtained from the camera is below an initial value showing the size of the image area considered to be a patient occupying the watching area of the picked up image obtained from the camera in the state that the patient is lying in the bed, it is determined that the patient is getting up. Thus, it is not determined that the patient is getting up even when the health care providers and visitors are falsely recognized as a patient and the fluctuation value is equal to or smaller than the initial value.
