This user device is provided with a data inputting-outputting part 23 for inputting and outputting data to/from the issuing device 10, a storing part 24 for storing one or more APs inputted from the data inputting-outputting part 23 and data needed to perform the APs, and a data processing part 25 for performing each processing in regard to AP storage in the storing part 24 and AP elimination from the storing part 24. The storing part 24 includes an AP storage area (AP1 and AP2) for storing the APs and AP storage information for showing the current utilization situation in relation to all APs stored in the AP storage area.
