To make it possible to develop JR-waste PC sleepers as industrial wastes into unused resources as plate-like (rectangular) building materials.
In the case a plate-like building material (rectangle) connecting PC sleepers is formed, and after new fixed holes 2.3.4 having the same diameter as that of the existing fixed hole 2 are also bored in each of the PC sleepers 1, if necessary, the PC sleepers are laid down to arrange the number of PC sleepers required for arrangement, a bolt 6 having screws on both ends thereof passes through the fixed hole 2 to build up the plate-like building material (rectangle), and in the case of the connection, the length of the bolt having screws on both ends thereof can be fixed with a washer nut. A recess section 5 made by the connection of the PC sleepers is made to arrange its shape and is capable of being made as a plate by making joint molded machining operations of concrete flatly or opposing rectangular PC sleepers 8 on the top to each other.
