Abstract:
To provide a technique which enhances communication efficiency by quickly performing VPN construction processing when moving between radio base stations.
A movement route of a mobile terminal 1 is predicted, and addresses IP2 and IP3 of radio base stations 4b and 4c existing on the movement route are acquired. A VPN constructing server constructs a VPN between a center 5 being a communication destination and the second radio base station 4b before the mobile terminal 1 arrives as a service area of the second radio base station 4b. Then the mobile terminal 1 which has arrived at the service area utilizes the preliminarily constructed VPN.
