A seat 25 and a valve seat 26 are provided at the inner peripheral face of a tubular member 2 and a valve body 3 is contained between the seat 25 and the valve seat 26. A valve stem 31 is fitted to the valve body 3 and the valve stem 31 is pierced from the seat 25 to the outside and a handle 34 is attached to one end thereof. And a spring 32 is fitted to the periphery of the valve stem 31 to urge the valve body 3 to the valve seat 26 side. And further, a corrugated cam face 24 is formed at one end of the tubular member 2 so that the handle 34 slides on the cam face 24. When the handle 34 is rotated by a certain quantity, the valve body 3 is retracted against the elastic force of the spring 32 through the valve stem 31 and the opening 26a of the valve seat 26 is opened.
