Both the valve cotters 7 divided into two are dropped at the same time into a tapered hole 5 of the retainer 1 with the retainer 1 rotated by a rotary support mechanism 3. Each of the divided valve cotters 7 is dropped with guide by a tapered cotter guide pin 3, and the fallen lower valve cotter 7 is pinched between the outer periphery of a lower part of the cotter guide pin 3 and the inner periphery of a lower part of the tapered hole 5 for fixation, and rotated with the retainer 1. The dropped upper valve cotter 7, positioning over the tapered hole 5, slides on the lower valve cotter 7 without rotating, and the lower valve cotter 7 is dropped with the retainer 1 at a position turned by 180 degree.
