This valve element open/close device having a rotary shaft penetrating a case, a cam turning by being fixed to the rotary shaft and opening/closing the valve element by changing the push-up distance of a cam rod, and an elastic body having its one end fixed to the rotary shaft and wound up by turning of the rotary shaft from a start point to a terminal point by the operation of a user is also provided with a first stopper to be fixed to the other end of the elastic body unfixed to the rotary shaft to a case and a second stopper regulating the circumferential turning of the rotary shaft, so that the elastic body is wound up by the energy amount necessary for the driving of the valve element open/close device. This valve element open/close device is characterized in that the first stopper is provided with a winding distance change means changing the initial winding amount of the elastic body.
