To eliminate the breathing phenomenon by providing one end of an open end of an air inlet pipe in the vicinity of an air hole provided in the vicinity of a closed end of an inner pipe, stagnating the inflow air from the air inlet pipe in the vicinity of the closed end of the inner cylinder, and connecting the air inlet pipe to the air hole through the air to allow the air flow into a drum.
In using a valve comprising an inner cylinder 10, an outer cylinder 20 and an air inlet pipe 30 in which the inner cylinder 10 is freely slidable in the vertical direction within the outer cylinder 20, a discharge plug of a drum is removed, and a connection portion of a measuring valve is screwed in and fixed to a pedestal of a discharge port of the drum. Then, the drum is toppled to locate the valve downward. When the valve is opened while an air plug of the drum is completely closed, the liquid in the drum flows out, and air is introduced from the air inlet pipe 30 and the air hole 14 at the same time, and flows into the drum in bubbles and is accumulated in an upper part. This condition brings the same effect as the opening to the atmosphere, and the liquid in the drum smoothly flows out of the valve.
