When the engine is started, the memorized manipulated variable at stopping Ue is set as manipulated variable at basic starting UsO (S23), and also feedback manipulated variable U is calculated based on deviation between timing at starting and the present opening/closing timing (S24-26), and added manipulated variables at starting Us (=UsO+U) is outputted to a variable valve timing mechanism (S27, S28).
