The valve timing control system of an internal combustion engine is equipped with two inner and outer slip rings 26a, 26b installed on a resin plate 22 provided at the forefront surface in the axial direction of an electric motor 12, a cover 3 installed and fixed in such a way as to sheath the tip side of a housing 5, a cylindrical wall 3b formed in a swollen part 3a and having a retaining hole 3c at the inside surface, and a brush holder 28 inserted from the axial direction into the retaining hole via a brush holding part 28a and having internally second brushes 30a and 30b with their forefront surfaces energized in the axial direction by coil springs 32a and 32b abutting on the slip rings.
