PURPOSE: To reduce driving forces by causing a valve element freely movably disposed within a housing to be driven by rotary moments resulting from pressures, so that a plurality of valve openings are opened or closed, and enabling compensating moments canceling the rotary moments to be created.

CONSTITUTION: When an electromagnet 12 is not excited, an armature 16 is energized downward by a spring 14 and a valve element 28 is held in a tilted condition via a ball 20, with a spigot projection 116 pressed into contact with a membrane 92 to close a valve opening 56. Next, when the electromagnet 12 is excited by a current that is half of a saturation current, the armature 16 is drawn upward and the valve element 28 is displaced into a horizontal condition by the force of a spring 26. Since the membrane 92 in that state is separated from the edges of the valve openings 56, 58, fluid from an inlet 46 flows toward an outlet 48. When the electromagnet 12 is excited until being saturated, the valve element 28 is rotated clockwise by the spring 26 and a spigot projection 118 is pressed into contact with the membrane 92 so that only flow of the fluid toward the outlet 90 can be created.
