When the compression ratio of a variable compression ratio internal combustion engine is changed, valve timing (Vtin or Vtex) of at least either the intake valve or the exhaust valve is changed to the target valve timing by changing the relative rotating phase of a reduction gear and a crank-side gear by a crank-side variable rotating phase mechanism (S105). When the Vtin or Vtex is shifted from the target valve timing, the Vtin or Vtex is changed to the target valve timing by an intake-side VVT or exhaust-side VVT so as to solve the slippage (S108).
