To provide a vehicle anti-theft device and a vehicle anti-theft system capable of informing to highly accurately detect an illegal intrusion to the inside of a vehicle during charging a battery and achieving at low cost a function to notify when such an intrusion has been detected.
A body ECU20 detects the intrusion to the inside of the vehicle 1 by using a Hall element 9 for detecting the height of the vehicle 1. When detecting the intrusion, the body ECU20 informs it to a power supply device through a charging cable connected to a charging opening 1a, the power supply device gives an alarm or the like in response to the information. In addition, when detecting the intrusion, the body ECU20 locks the charging cable not to be detached, all doors of the vehicle 1 are locked so as to be prohibited to be unlocked, all windows are closed so as to be prohibited to be opened and engine start of the vehicle 1 is prohibited.
